About the Project

Sevier County was awarded a Safe Streets and Roads for All (SS4A) planning grant from the US Department of Transportation to prepare a comprehensive Safety Action Plan for Gatlinburg, Pigeon Forge, Pittman Center, Sevierville, and Sevier County. The Safety Action Plan will provide an actionable approach to work towards eliminating fatal and serious injury crashes throughout Sevier County. Between January 2019 and April 2024, there were 18,963 total crashes in all of Sevier County. Of those, 73 resulted in fatalities and 368 resulted in serious injuries. The table below summarizes the crash data for each of the jurisdictions the plan will encompass.

Crash Severity Table

The project will be broken into three distinct phases:

PHASE 1 - Crash Analysis & Discovery of Traffic Safety Concerns

This phase of the project includes collecting and analyzing all of the crash data from the past 5 years. While crash reports can tell us a lot, we also need public input to help us understand the reasons crashes are happening, especially in locations where they are reoccurring. By the end of Phase 1, we will have a good understanding of the critical crash locations throughout each jurisdiction within the county.

PHASE 2 - Draft Safety Projects & Policies

Phase 2 focuses on taking the information gathered and analyzed in Phase 1 and starting to identify improvement projects that will alleviate the crashes in those critical locations. Once the initial recommendations have been developed, Community Meetings will be held throughout the county to gather more feedback.

PHASE 3 - Project Prioritization & Final Safety Plan

The final phase will refine the initial project recommendations and prioritize how to implement the improvements. Once again, public feedback will be critical to understand the needs of the community.

The timeline below provides and overview of the project phases and when public engagement will take place.

Project Timeline

The goal of the Safety Action Plans is to achieve zero deaths or serious injuries on our roadways. This is a lofty goal that can be achieved by following Federal Highway Administration's Safe Systems Approach.
